I Have an android version 4.4, but google play says my device is not supported in this version. Why? and what can I do?

My LG vs980 (smart phone)running Android 5.0.2 works My Asus Transformer tf-700 doesn't. It is running 4.2.1 .
I've tried everything to get it to work, No luck. So, I bought a windows tablet from E-bay.
As long as it is not Windows RT, you're golden....
One thing I did notice. Google play is seeing my tablet as an I pad and not android. I've deleted it and resynced it but it again see's it as an I Pad. I even tried going to apple sight and get rejected there as an unsupported device-- Of course. I did buy this as a remanufactured item. Maybe that's why ? Anyway the windows tablets work great.

Oh yeah, I have downloaded other apps from google play with the android tablet with no problems though.
No matter what, you still need a full blown PC, even if you just want to use the mobile app. Mobile apps are created in ARC (which runs under windows) then uploaded to the cloud... then downloaded to your mobile.... Without ARC you can't create mobile apps to use on your android or IOS device...
