No, you couldn't without DJ modifying ARC.
There are no plans to add nuance support for backward missing features of old operating systems. I would recommend upgrading to Windows 8, or 8.1.
Also, remember that windows 7 is nearly 10 years old and with Windows 10 coming around the corner, it should be available soon

Yes - Microsoft will not remove accessibility features of new operating systems.

I am hoping Microsoft does a good API for Cortana in Windows 10. They really hosed up SAPI in Windows 8.x. (as evidenced by all our issues getting other region voices to work in ARC).
I would love Nuance support too. They are the undisputed leaders in voice recognition, but their developer license is outrageously expensive.
