The Raspberry Pi guys had a similar complaint about UK customs. If they imported components to build their Raspberries from Asia, they had to pay tax on them. If they imported the components already assembled into Raspberries they didn't. One reason they're getting them built in Asia and not in the UK. Daft!

DJ you may need to contact a freight forwarder for your shipments. Carriers can provide this service but in DHL's case they obviously did a poor job, inexcusable for them to let a shipment be held up that long. If you use multiple carriers even more reason to have an independent freight forwarder to work with you. Query freight forwarder under Wikipedia, it will tell you what they do... and for imports all that paperwork has to be done correctly by your supplier! At a minimum I would change carriers as the one you are using is the absolute worst I have ever dealt with... my 2 cents!
