Yes - it will work for you.
The 16A of your motor is the amount of current it draws. (you need to check also what it's stall or peak current draw is - probably double = 32A). You want to have a motor controller that exceeds that peek current draw in capability. Otherwise you will burn-out the controller by trying to draw more power than the controller can safely provide.
