Fixed importing robot skills. An error would raise if attempting to load a robot skill to a workspace less than the max workspaces because it would try to remove the other workspaces.

Speech recognition does not unpause after text to speech. ARC Pro and Runtime contain a workaround until Microsoft fixes their bug in .Net 4.7.2
