I was wondering if it was possible to build a standalone android app with the ARC ?

Yes. The mobile Android version runs stand alone, it just needs a full blown Windows version to compile the project.
The Interface Builder Tutorial explains it.
Basically, build your project in ARC (Windows). Upload to the Cloud Open ARC Mobile on your Android device Load the project from the cloud Job done
What i wouold have prefered was to just load one app and that was it ideally. Instead openiing an app, then loading the project from the cloud. On occasion an internet connection may not be available. But, still cool.
Once it's downloaded it doesn't need an internet connection, it'll be in your library.
It is open one app. You open the ARC mobile app and then load up the project, which will be in your library and stored on the device if you have previously downloaded it from the cloud.
