I found this application:Splashtop2 to control your computer from an Android phone or tablet device, control over ARC does very well, with some lethargy in communication. It is a kind of control wireless keyboard and mouse, and monitor and speaker. Works within your own wifi network, outside there are rents and paid versions, this is free. You have to try it, I'm having fun.
Re: permissions, before they started their own service for remote connection, they used Google Talk to find your computers. The permission was needed to allow it to identify your google accounts, let you pick one, and use oauth to authenticate.
That might still work on the HD version. The only time I think to try is at work where our firewall blocks google talk.
It is a pretty benign permission but they should remove it since Splashtop 2 doesn't actually use it.

Rashad. If you have a static Ip or sign up for a dynamic Dns, and want to deal with port forwarding, there are many options. Vnc, remote desktop, others. None optimized for video like Splashtop though.
In fact, Wyse Pocketcloud is a rdp and vnc client that has a windows helper app that can do the same thing (ie, allow you to find and connect through basic firewall to your PC) that is included in the one time cost of the app. I haven't bothered installing the helper because I do have dynamic dns, but if a little lag on the video is oK, it otherwise works great for remote control of your robot or any other computer.

i use phonemypc and it works very well.I tried Splashtop 2 with ez but was tricky to use on my noteII and find phonemypc is easier to use
I confirmed that the Google Talk locator still is supported on Splashtop HD.
Phonemypc is definitely another very usable option.
The built in HTTP server in ARC works OK with Android 4.0 and above. Did not work for me in 2.x and 3.x. All of my devices are at least 4.0 or higher now, so I don't know if that is still an issue.

Splash top does feel like a winner here
I have an Asus Tablet. Any help in using this for my ARC.
HTTP Server? Team Viewer/Splashtop/etc.? Telnet?
It depends how you want to use it with ARC
Thanks, I'll take a look
