ARC was made with the EZ-B in mind and therefore it will run better when connected to an EZ-B however it does not need to be. So yes, you can control your Brookstone Rover with ARC without an EZ-B.
okay..then does anyone know why my Brookstone Rover won't move? On the movement panel, whenever i press connect, the camera on the brookstone rover just moves down, but nothing else!
Make sure you connected to it through wifi before pressing connect. Also, don't ask the question on multiple threads. Someone will help you eventually.

If you're camera moves then your rover is a 2.0 model not a 1.0.....I have the same problem with my 2.0 connects to wifi but doesn't move.The rover work great with the android app on my tablet. 2.0 model has a motorized camera and the 1.0 has a manually adjusted camera. Maybe DJ can see about support for 2.0 models?.

Definitely! Although, if you want to make a bot that's really cool you might want to add a ez-b and servos and so on.

Support has been mentioned however supporting third party robots is not high on the priority list since EZ-Robot has it's own modular robot platform.
