My question is there a way to install a raspberry pi zero with a with a webcam on it and be able to connect to it with ARC? If so what is required to make that happen?

Install one of the two firmwares for the pi. I think the blueberry is preferred: https://synthiam.com/Support/Hardware/Raspberry-Pi
