Any insight into why my computer won't "say" anything when I invoke this command? Audio otherwise plays fine from computer.

Try something like..
If nothing is spoken, then visit your control panel, select Speech Recognition, select Text To Speech. And ensure your settings are correct.
Ugh! Painful! Windows is a drag. Took 20 minutes to debug why, after activating TTS it still wouldn't work. Finally got it working. All is happy. Thanks DJ.
Now if only I can figure out why my sound card seemingly stopped accepting serial commands (hint hint : ).
