You will most likely need to configure the tuner for the desired input before adding to ARC. i'm unsure how the tuner works - but most require some sort of configuration
On my old Hauppauge TV tuner card I would have to set the desired channel or input prior to using it with video capture software, I assume this would need to be done somehow on whatever card you are using. Usually you get software with a TV card, run that and set the input to AV or whatever the camera is connected to, then run ARC, add the control and see if that works.
