Work-around for a bug from Microsoft .net with speech synthesis not raising an event after completed speaking (https://developercommunity.visualstudio.com/t/speechsynthesizerspeakcompleted-bug-event-not-fire/1395590?from=email). This causes speech recognition robot skills to not recover after automatically pause themselves. This has been resolved using a work-around in this build
