Self-Contained Offline Robotics Systems

Are there any robotics systems designed to be completely self-contained and function offline? I am interested in building an animatronic robot capable of having interactive, realistic conversations using strictly Edge AI technology. This approach is to avoid any ongoing API fees associated with cloud-based services. Has anyone successfully implemented such a system?
